It depends on what they were doing.
If they huddle under the lamp, they are too cold. If they run away from the lamp, and no chick will stay near it, then it is too hot. You want to aim for something in between.
My chicks first live in my bathtub.
I hang a heat lamp from the shower hose. To adjust the heat I raise and lower the light bulb ( the fancy red heat lamp light bulb in a heat lamp socket, nothing fancy).
I just hatched out 5 chicks, and they do seem to scoot about a bit, randomly, the first day after hatch, but after that they act like 'proper' chicks. My youngest chick was only a few hours old when I moved him to the bathtub, and they were fine.
Mine did like a "something" that was nestlike, to keep them from running about. I put in the top of an egg carton, the papery kind, lined with a paper towel so I cold keep it clean. My five like to sit in that. But, to determine where I should put the egg carton lid, I watch them first, and put it in the spot that they told me was the best temperature.
It wasn't clear to me from your description, exactly what yours were doing.

Oh...the problem with putting them back into the incubator, is that opening and closing the incubator might mess with your temperatures and humidity. Also, if they are more that two days old, they might knock and peck at the hatching eggs and chicks too much.
