Weird Scales on Feathers of Rooster

I have a couple roosters who have these weird scales on their feathers around their necks. You can break it off of the feathers, and it comes off in clumps. If you look at the base of their necks it looks like they're scaly around the skin too. Both roosters are between 4-6 months old, I just started using them to breed. They're Rhode Island Reds

It's just new feather development. As your cockerels feather out it will flake off. Very typical of birds that age.

Here's a pic of one of my youngsters about the same age. Same flaking around the head. Nothing to worry about.Some get it worse than others.
