weird toe thing

one of my little week-olds has this weird toe thing since i got it a few days ago! is it just poop? should i pull it off? should i give it a little soak and then pull it off? should i let it come off on its own? is there anything else i should be doing?

ETA: bedding is puppy pee pad + an inch of pine shavings, changed daily. 10 chicks (bantam EE) in large rubbermaid tote.

It looks like just poo but it's difficult to see anything properly in photos taken under red lights.

If it won't just flick off you could try holding the foot in warm water - or wrapping it in a warm, wet cloth if that's easier - for a minute or two. That should soften it up enough to remove it more easily.
