Weird white growths under my bantam rooster's vent! HELP NEEDED ASAP!

So I just started to wash up my rooster, got in a little bout with another bird today so I was washing the blood off of him, and I noticed these weird white fuzzy growths underneath his vent at the base of his feathers! I've never seen this before, and his bum is a little red too. Hes pooping normally and otherwise acting normally. Does anyone know what this is? I have been soaking him for 20 minutes a

nd none of it has come off yet, thought it might just be poo with maybe a bit of mold or something that got really stuck on there, but i havent been able to get any of it off! Some of it is so stuck that its stuck to the skin at the base of the feathers. Im keeping him at my house with me tonight til I can hopefully get some answers, as well as try to soak him again. Anyone know what this is or have suggestions? PLEASE HELP!

omg i just googled and found a similar picture, are these MITE EGGS!?! OMG WHAT DO I DO! Does anyone have any good working treatments? I love my birds so much and theyve never had bug problems before. I did notice some fleas on them for the first time a few days ago and put veggie oil on their combs and wattles, and they seemed to go away after that, but how on earth do I get rid of eggs!?
 
Those are lice eggs. Others have used coconut oil to remove them from feather shafts. Once you remove them, dust your birds with sevin dust, then redust them again in 7-10 days. Dust your coop and nests in the same manner.
