wet shavings in new bag

I bought a couple of bales of pine shavings from TSC a couple of weeks ago and they've been sitting in my DRY garage. When I opened one of them, they are very damp and I see some black mildew on some of them. Should I take it back or would it be all right to use?

I've noticed that at times, the TSC closest to me will store shavings outside. As a result, they get wet. So, I buy mine from a local feed store. They not only store them inside, but they'll also load them in my truck for me. (I just wish they'd come w/me, and unload them too!)
 
Yep..take 'em back. I bought some the other day too. Course out here it doesn't rain much so they were dry

The bag says kiln dried...not kiln dried then set outside to get wet...
