What age can you start hatching eggs your chickens lay

My roosters have started crowing and I have on occasion seen it mount one of the chickens. They are 15 weeks old. I have one chicken that is 20 weeks old that started laying eggs over a week ago. They are smaller in size still. How old should they be before you start collecting eggs to hatch with. When will the rooster actually be fertilizing the eggs also.
 
I tried to hatch a little ping pong ball egg from my brahma hen--it was the first egg she ever laid. It hatched and the chick is perfectly fine, a big fluffy buff brahma!

I didn't think the egg would hatch until I posted on here and was told to try it, so it was in the fridge for almost 2 weeks before I took it out to incubate it.
