At what age do showgirls start breeding and laying? Rooster is crowing, girls not laying, rooster not mounting?

In my situation with my leghorns, the cockerel started crowing way before the girls were ready to lay. By about a couple months. Hope this helps...

Males crow and may(or not) mount at that age.
Females still have a couple months to become 'sexually mature'(release ova to create eggs).
