What am I doing wrong?

This is my 4th attempt at incubating muscovy eggs with the same results.
Hovabator forced air, auto Turner, temp 99.5 humidity 40 to 45, both vents open, last seen movement in egg was day 28, air sack in egg not piped, no power outages. That's about all the information I can think to give.i have no problem hatching chickens.

There could be an issue with the egg tooth or ability to get out of the shell if the chicks are full grown.
 
Is your thermometer calibrated?
Humidity gauge salt tested?
 
I have the same incubator, I used a meat thermometer with an external probe. Calibrated it in ice water, it happened to be pretty much right on. The ones that sit inside the bator are fine, but you cant calibrate them, so I wasn't going to trust it.

mine is digital with a remote sensor.
