I have had 2 of these small birds for about 5 months. They were the same size when I got them. I assumed they were young but should have been laying by now. Not a single egg from either one. They are heavy for their size and I know they are hens/pullets. Anyone know what breed they may be? Are there chickens that for one reason or another don't lay?

-sort of looks like a Delaware or mix thereof. They still may not be ready to lay at 20 weeks. -not unusual for some to begin laying around 24 weeks or so.
I agree with the above poster regarding the day length. -depending on how much light you are getting, they may not lay until the days get longer.
 
The best ID photos are standing side profile and close-up head shots.

We need to see their build, the color of their feet, and the size and type of their combs. :)

My best guess from your description is that they're some kind of "egger", but I could be completely wrong.
