what are these weird feathers

the ends of the feathers become a wiry and weird, like split ends. any help would be appreciated

My chickens get these sometimes - especially my roo. I just figured they were worn out, but an expert might have a better explanation (and then I'll know for sure as well!).

They're just silkie tail feathers. Not every feather is going to be soft and fluffy
