What breed and gender is suspected of this bird?

The comb makes it look like a rooster, but it could just be a pullet that will lay soon. It would help if you got a clear side profile photo.

I am thinking it's a point of lay pullet. Its legs aren't thick, I don't think I see any pointy saddle feathers, and its getting close to the age of laying. 'She' looks like a EE, so start looking for blue or green eggs!
