What breed and gender??

she/he is 3-4 months old and was surposed to be a she but is begining to look a lot like a he, but she/he gets along very well with our other rooster.
 
Looks like some kind of barred rock cross. It looks like a male due to the tail feathers and the saddle feathers.
 
the feet look webbed. i posted a picture of him a couple of weeks ago and everyone said it was a pullet. how come and why do both roosters get along so well. also how come the hens pick on him?
 
A couple of weeks ago everyone probably said that he was a pullet because his hackle and saddle feathers plus wing 'patches' weren't showing yet.

The roosters get along for now because he is so far willing to be the subordinate. That may or may not change at any time in the future.

The hens pick on him because he has 'funny feet'.

so do you think i should get rid of him or see how it goes. he doesnt seem to like any of the hens and just the rooster, so will he stay away from them to stop any fights in the future?
