He looks a lot like my black tailed buff Japanese did at that age. (Except for the larger comb. Mine is a pullet.) Mine was all buff at 1st and the black tail feathers came in later. Mine is also very tiny. She is the smallest bantam that we have.

Edited to add: I also did not know what mine was for the longest time. I posted pics here on BYC and nobody knew what she was. I had also suspected she might be a Japanese bantam. When the black tail feathers finally started coming in and she matured a bit more, it was easy to see what she was. My guess is that yours is the same, except I think yours is a roo.
