What breed are these?

I picked up these 9 pullets March 6th and he told me they were a “heritage breed” what does that mean? He also said they were all about 16/18 weeks old. Currently we are getting only about 3 tan eggs a day and I have no clue which ones are laying or not. Do they just look too young still? Or are they just not laying hens?
 
Chickens, like humans, mature at different rates. Some take longer than others so I wouldn't worry too much.

You haven't heard any crowing? Wondering if you have a male in the bunch. It should be fairly obvious by 22 weeks, though.

They're not going to lay until they're feeling safe.

Agreed, they look like delawares. They all look like pullets, they may just be coming into lay or not quite there yet. Especially if they are actually heritage bred and not hatchery stock they may mature a little more slowly than production breeds.

Heritage breeds are breeds that have existed prior to industrialization in the mid 20th century.

Looks like they free range. If so there is the possibility they have a nest somewhere that you don’t know about. They like to hide when they are laying.
