What breed/gender chicken is this?

Two months ago this chicken showed up on our door step. He/she is really sweet and seems healthy. It has survived the coldest days here in the Pacific Northwest foot hills in Brush Prairie Washington. Does anyone know what kind of chicken this is and whether it is a he or she. We are calling it "Pheobe". Thanks, Sharona
