He might be a Black Copper Marans, or he might be a mix of some kind.

Welsummers do not have feathers on their legs, but this rooster DOES have some feathers on his legs, so he is not a Welsummer.

As for the redness on the feet, I initially thought SLM (Scaly Leg Mites), however it seems as thought they are just irritated from the pecking of the hens.

I'm assuming the majority of the chickens my former neighbor gave me are crossbreeds and hybrids, though at least one of them is a straightbred black Marans hen.
