What could cause this? Mutes?

Arkansas. Since Tuesday he has been acting sluggish and he is around 3/4 years old. She feeds chops. The weather is cold one day cool the next. Mom has a heat light in their house at night

I'd first work on getting him hydrated. Give him sips of sugar water to see if he will perk up. Mix 1tsp sugar to 1cup of water. You can add just a pinch of salt and baking soda if you wish.

From what I can see, the comb looks to have scabs, perhaps from other birds picking at it. More photos would be helpful, so we can see it better and offer suggestions.
If possible, move him to his own space with food/water. Something like a dog crate or kennel would be good.
 
How high is the heat lamp from him, and could this be a burn? If it is not a burn, I would wonder about him being pecked by others. I would use some plain Neosporin on his head for now, separate him, and try to get him eating some soft chicken feed mush and egg. If it is a burn, silvadene cream would be best for his wound. Heat lamps should be a minimum of 18 inches from the tops of heads, and those red lamps can really get hot. Here is where to get silvadene burn cream, but your vet would need to order it with a prescription.
