What gender are my pekins?

Hi,
I hatched these two millefleur pekins, Bilbo and Bailey earlier this year, initially I thought they were cockerels but now I am not so sure. I have not had this breed before and only have two chicks so its hard to compare. Any opinions on what gender they are would be greatly appriciated, thankyou.

I knew I would forget something, they are 13 weeks old.

Thanks for the help, thats great news. I would have kept them anyway but two more pullets is great news as I already had 5 cockerels from this hatch!!
