What gender is this bantam?

Can anyone tell me if this is a hen or a roo?
We bought it as a hen, and it looks like a hen to me, but it seems to be acting like a roo!
Any help would be hugely appreciated :)

I vote hen. Some hens will, as a show of domination, even mount other hens. This is normal and is part of their social structure. I have seen that done right in front of a rooster. The rooster just looked on as if nothing important was happening. Contrast that with another roo mating a hen- the roo rushes over to stop it.
 
Thanks for all the feedback guys! Great to know this is fairly normal behavior, as we thought it was a bit strange
