What gender is this Old English Game Bantam?

We have 4 OEGBs and are thinking we got all roos. This is the only one that we are not 100% on. The other three are crowing. This is the smallest of the group. It is 12 weeks old. Any thoughts would be appreciated. If a roo, we will need to find some new homes for a couple.

I would lean toward roo. My OEGB pullet had pretty much no comb or wattle development at 12 weeks.
