What is dry incubating?

I have heard of this, but what is it?

You need humidity to hatch, don't you?

Dry incubation is, incubating with low humididty.
that being between 25 & 35% humidity.

To me it means, add NO water to the bator, this is how I hatch my chicks in my bator.

This is of interest to me because I am going nuts trying to get my humidity up and I would like to know that I need not go nuts.
