What is my rooster?

He came in a Brown Egg Layers Mix (http://www.mcmurrayhatchery.com/product/brown_egg_layers.html) but is definitely not going to be laying any time soon. He crows morning noon and night. He has puffs of feathers on his 'cheeks'. What do you guys think? Oh, and he does not have feathers on his feet.
