What is the normal amount of packing peanuts for a small summer shipment from Ideal?

My order of 10 EE pullets last week contained 6 extra chicks. It was in the 80s the night they shipped (they are only 200 miles from me). Is this normal? I called them about something else and the lady was shocked that I'd gotten so many.
