Sometimes. Not all roosters have spurs, even some hens have spurs. If there were other roosters, it likely wouldn't have crowed. Even hens crow sometimes.
If he's suffering from malnutrition, he's not going to have big combs and waddles.

Thanks everyone! Since I cant keep him, he will be living on best friends ranch and be much better taken care of.

The person I bought him from says he has never heard him crow. He was just living alone in the persons backyard.

But he will be happy there.
