What is this "mystery rooster"?

Greetings from Bama and Happy Good Friday to you all. I am new to this site and I need help identifying this "mystery rooster" that was sent from a hatchery. He is medium in size and has little feathers that stick up around his eyes and go down the back of his head as well. Oh yes, and a split comb in back only. Has beautiful green tail feathers. Have been looking at pictures of roosters for about a year and can't quite figure it out....Please help!
