What is this one?

Hello all,

We purchased some new family members yesterday and I had a question. We have one that is supposed to be a Swedish Flower Hen but looks a little different. Why does one have what looks like it had a “rubber band” around its head?

Many if not most Swedish Flower hens have small crests.
