What should I do about my bully hen?

Pinless blinders.

I have those on the bully right now, but I'm still seeing some feathers... Is it possible for them to still pull feathers out even with the blinders on? There's always the chance there's another feather puller, too...

From what I’ve read, feather picking behaviour can spread within a flock. To that effect sometimes everyone has to wear the blinders to reset the behaviour. But you could try sitting with your flock for awhile to observe and see if it’s any one particular bird, or the same bird, who is causing trouble.
