That looks like self-pecking, though it could be a dominant bird pecking them. Observation of the flock for an hour or two during the day and in the first 20-30 minutes after they go up at night will likely give you a clue to what's happening with them.
Let's get a few things out of the way to help narrow this down:
How large is your coop and run?
How many birds do you have?
What are they fed?
Do they get treats? If so, what and how often?
How many watering stations do you have?
Are they allowed to free-range?
What sort of fencing do you use around the run? Can the birds get their heads through the fence holes? Are they trying to eat things outside those holes?
Do some investigation by spending time out with them, and I think you're going to find your answer...
