What's going on with my runt is she a frizzle?

A few weeks ago we received some leghorn chicks from a neighbor. One was not growing with the rest. I thought for sure he'd have died by now but he's hanging in there. They are 5 weeks old today.

He's half the size of the others and started to feather out later than they did. Now his feathers are coming in a bit odd. Looks a bit like some of the "frizzled" pics I've seen.

Here is the "normal roo" protecting the runt. He seems to do that a lot. More times than not I see them laying together or even the runt laying on top of him.

I'm not sure if he's a bantam or not. We got them from a neighbor who got them from the local school's science class. I'd just assumed that they would all be the same breed! They were all the same size when we got them. This is our first time with chicks so I don't know. Are banties the same size when they first hatch or are they a lot smaller?

I'd feel a lot better knowing he was a banty rather than a runt.

Banties are smaller when they hatch. My frizzle chicks had curl to their feathers this one seems to have something else going on. The feathers look "messy" in a different way. But I am no expert by any means.
 
HE LOOKS LIKE A FRIZZLE, BUT NOT ALL THE CHICKS OF A FRIZZLE HEN WILL BE FRIZZLE. HE LOOKS LIKE HIS FEATHERS HAVE BEEN BITTEN. I THINK MCMURRAY CATOLOG EXPLAINS IT BETTER. HE'S CUTE ANYWAY. I LOVE MY FRIZZLE GIRL "GRACE"
