Whats killing my birds?

Every now and then I get a chick with his head neck and sometimes his back completely scalped and never gets eaten except for the skin thats been taken off. It comes during the day, when they're running around outside, and a couple times during the night. It scalped and chewed the wing of my sisters Oriental Frill pigeon squeakers. Does anyone know what this is so I can figure out how to get rid of it? I thought it might have been a rat or a weasel.

Sounds like a rat. Put a carcass (if you still have one) in a trap, you'll catch whatever it is, because they always come back for more. If it is a rat, keep setting the trap, as there will be more...
