What's the definition of a new breed?

For a breed to be a breed they have to breed true as far as type and color over a few years. Also there should be more than one person working on it for a good breeding source.
About the time line, if you get an APA standard of perfection it has a time line of when all breeds/varieties were accepted.

Well they are the exceptions, lol. When you breed blue birds you know what you are going to get most of the time. There are also a couple of other exceptions like when breeding a male line and a female line and some other exceptions.
