Whats this pattern called?

This is quackers, hes about 3 or 4 years old.

He was a rescue along with his wife and his other (less serious) wife. Im wondering why he has this black ring around his eyes, its on both sides.

It makes him look so fricken cute!!! and i want to know how i can somehow make his offspring have this pattern too. Not because im going to sell them , i just like how it looks

He's a dark head, so the skin around his eyes is darker. His coloring is gorgeous looks like barred, and perhaps what they call Looney, but I'm not an expert. He also looks to carry blue, black and chocolate.
