What's up with my chick's wierd feathers (pic)

I just acquired two EEer chicks - they are crazy cute but one of them has something weird about her feathers.

The visible feathers look fine - but when I spread out her wing they look like this:

and to a lesser extent, the tail feathers that have grown in have the same weird tips.

Otherwise - she is perfectly healthy, spunky and friendly. I don't think this is a big issue - but I wanted to get an idea what it might be. Is it possible it will go away when she gets her "big girl" feathers? Is it a sign of something bad?

Is the "tubing" of those feathers still on the feather shaft, or is she missing her the "frillies" all together?

If the tubing is still there, you might want to give her some dirt to bathe in. She could rub it all off by herself.

That was my first thought too, but there is no sheathing over the "frillies", that is bare shaft. I tried to gently crumble it off like I did with my pet 'tiels but it is a feather abnormality from what I can tell.
