What's with her feathers??

So, Mer has some weird feather things going on...
She's always looked a little scraggly (she's my best layer) but this seems odd.
She's not moulting, but she does it.. it's like a partial moult? Sometimes it's her head feathers all down to her back, sometimes it's just her butt and tail
She's also not the only hen that does this, one of the other hens does it too and she's one of my better layers also. Is it a layer hen thing?

Some bird in the flock is feather pecking/plucking. Generally it's the bird that is in best feather condition.

Huh. Well I'll have to watch for that! She's the top hen tho so I'm surprised... Normally when she comes up the others move off
I've got 32 hens so it seems odd that only two hens would get picked on, and of them the two lead hens

I don't anymore. The one I did have just died, and he was too scared to approach the big hens
