What's wrong with her eye?

HI, I have a 20 week old California White pullet, here is a shot of her right eye, I just noticed it the other night...
I wiped it off with a warm washcloth, thinking she just had dirt in it, but it appears to have a flap of skin
growing up from the bottom, anyone have any ideas on what it is and what the treatment is?

It appears it may have been scratched or pecked. You can put some terramycin eye ointment in her eye to help prevent infection.
