What's wrong with Pearl?

2 6-month old Pekins. For several days the one on right's head and neck has looked messy like she is not preening/oiling feathers. The rest of her looks fine. Vent is clear, she's active and eating. Any ideas? Also, she has not laid for a cpl of days.

Is she being mounted by the other? Sometimes my most submissive hen gets something similar on the back of her neck when they have been in the pool.

No males around at all.

I have all hens too. It is very common for a hen to mount another if there are no drakes around; even sometimes when there are drakes..
