That is... ODD. One the one hand, they will finally let us sell in egg cartons and similar. On the other hand, they have tripled the size of a "small" flock, and offering a definition for poultry which is less safe, less attractive to residential retail purchasers, and less suitable for heat shrink packaging, and associated storage.

I wonder which campaign donor is thinking they can sell whole, dead birds at retail in quatities such that theny need to be allowed a 3k bird flock? and who is buying from them. If there is no such donor, its an effort to end small producer whole chicken sales. From a policy standpoint, nothing else makes sense.
