Hi there. I was just wondering what the outcome would be if I crossed a buff smooth rooster and a frizzled wheaten hen? Is the buff or wheaten the dominant colour?

Self buffs breeds are based on the Wheaten e allele, the wheaten phenotype is basically a wild type pattern(Black Breasted Red males) but the females are of a wheaten color, if you cross self buff with wheaten you will create Black Tailed buffs on the males and most likely black tailed buff females too or perhaps partially restricted females.

I figured something buff would be the outcome.

Neither is a "dominant" color, as multiple genes are involved.
Buff is a wheaten bird with heavy black restriction and some dilution.
 
So.. does that mean buff and wheaten is the same base colour?
That is correct for Self Buff(solid buff), for Buff Columbian the base is eb(partridge base), you see of all of the e alleles, wheaten lend itself to be restricted because the wheaten allele is the one with the least amount of black feathers on them(as shown by the hens) for example just look at the Faverolle hens(silver wheaten), the black feathers are already restricted to the tip of the tail, other genes like Columbian, Mahogany and Di help in restricting/eliminating the black all together, eb and e+ are not good base for self buffs that is why there is not self buff breed based on those e allele.
