Seriously, I moved my ducklings outside when they were just starting to get their feathers, and everyone survived. You probably don't even need heat, as long as the baby can get out of the 'elements'.
 
We put ours out before they got their feathers, but we live in Florida. Wisconsin's probably a bit colder

If it's fully feathered, it will be fine outside regardless of the weather, but if it's not feathered out yet I'd take into consideration how cold it's getting at night and how many of them are you putting out (is it alone, or is there a few of them that can pile on top of eachother for warmth?)
