When can my chicks go outside?

I have 22 2-week old BR. Our daytime temps are 90-100 F, and nighttime around 60. Could they go outside if they have a lamp in the coop at night?
They're currently only about halfway feathered.

I *really* want my dining room back!
 
I brood in the coop and it works great, as long as you have two things right:

No fire hazard (hang that lamp at least two ways not including the clamp and ceramic socket only, not plastic socket)- you can use 100 watt bulbs if your temps will allow it.

No drafts in the coop (wind blowing right on the chicks). Airflow up high is good, but not on the chicks.

I would say so just to be safe keep the lamp on at night
 
Oh, thank you! I got a new dining set 2 days before chicks arrived, and haven't been able to use it because of all the dust!
