When can my ducks go outside?

We have ducklings that are about 4 weeks old. Are they ready to go outside in a coop? They are getting big and look like they could handle it. We would monitor them with water and make sure they weren't in it for more than 15 to 20 minutes at a time. If we put hay in the bottom of the coop, would that be sufficient to keep them warm at night?
 
If it is staying regularly warm outside,im talking 60s and 70s they should be fine to play outside in their pool too.

At 4 weeks mine stopped sleeping by the heat lamp. They had been brooded outside so they were used to the temps. So i took it out. They were fine, great actually and it was in 30s-40s at night. But i had 13 ducklings... that makes a difference to since they keep each other warm .
