When do chukars mature?

Warm.... Under a blanket... In Alaska...
We have 3 chukars, and they are.... Well not so sure on age, haha, but I can see some browning in the tail and some rusting of the breast, along with some of the white outline with black bars starting to form on the side of the breast.
Oh and they are missing a few feathers on the back of their neck, I think it's from the pigeons (we have 2 cocks and a squeaker) since they're REALLY mean to the chukars, but the pijis have clipped wings and the chukars have plenty of places up high to fly to (and I know they can get up there), but as chukars raisers may know, chukars aren't exactly the smartest pea in the pod, so what could I do to give them some 'correct' hiding places? Whenever I go in there (and this was well before they were with pigeons) they just kinda hide in the corner... I could move them to the garden where the potato plants are growing like last year, but they aren't as big like last years and they kept eating it, and even then when I Gave them hiding spots they just sat in the corner.....
Oh and last years were large, grown chukars.

And if I say, ordered 200 or so chukars next year, how much space do they need? What about for like a 100 or 50? Everyone around here wants mature chukars, so how ever I could get the best to how much space I have would be great ;3
 
Ok so they're starting to get they're 'bibs' and the sandy gray / blue on them, a few of the side feathers that are black / white / orange.
Can't wait till they're all feathered out.
So from what I tell to see if they are males, they grow spurs, hens, lay eggs.
First off : seasonal layers?
Would aggressive chukars be a sign of a male? 2 of the cock pigeons got in a fight and one of the chukars joined in (had to break it up for sake of the pigeon being attacked by 2 things.. Lol)
