When is a rooster considered fully mature?

This is the catagory that this question seems to fit in... I read that some oriental gamefowl take up to 3 years to fully mature, does this mean they cant reproduce until 3 years of age?
 
ABSOLUTELY NO - - - they can reproduce as early as they start mounting the hens. . . .

However, their body doesn't stop growing until later. . .

Spurs come in the second year and they will continue to put weight and height on in their second year.
