when to clip baby tiel's wings.

I have 4, 4 1/2 week old tiels Mom and Dad are doing a great job feeding them so I let them do it all. I just take the babies out to play with them. They are getting big so fast. the problem is the babies are already flying all over the place Dad tries to go after them. His wings are clipped so of course he can't. At what age is it ok to clip their wings and their toe nails as well. They are not very steady on perches and have a hard time climbing on the cage walls. I just worry about them flying into windows and walls and such.

I've generally liked to keep my birds free flying but I've heard that it's often best to wait to trim wings on babies so they can learn to control their flight without smashing into walls or falling to the cage floor. But not sure on age at all.
