when to let them all out

I have 6 8 week old Guineas in a coop, I turned 2 out today and all they do is hang close to the wire near the 4 that remain inside, How long before I can release the other 4 and expect them all to hang around

If they have been there for their whole lifes then it would be fine to let them out. They shouldn't go anywhere.
