Where should the feeder go?

Hello everyone I'm new to owning chickens and am in the process of making a tractor for my 3 RIR pullets this weekend. I've picked out the design I like that will give them plenty of room 8' x 4', but can't seem to figure out if the feeder and waterer would be best inside the coop or out in the run.

After having them for a week I'm concerned that if I put them inside the coop I'll have to content with them constantly pooing in them like they do now. If I put them outside I'll have to clim into the run evertime I move the tractor around the yard.

There probably isn't a simple answer, but any help would be appriciated.

I keep mine in the coop hanging from a chain...that way if they jump up on it it swings and scares them. Mine don't even try to jump on it anymore. If you hang it chest high they can eat and scratch like they like to do...and they don't get any shavings in it
