White feather stems and white spots on next

Our elderly rooster lost some of his tail feathers during molt and they have not come back. The remaining feather stems are whitish. Also, there are some white spots on his neck feathers. No sign of lice or mites. Should I be concerned?

The feathers that have those white things are new ones that are still growing. I don't remember what the white things are called, but they should fall off by the time the feathers are done growing.
