What amount of black is allowed in exhibition birds?

If a bird has a 3" black side to a flight feather (with the other side being white), can the bird still be shown?

Do young birds get black in their flight feathers that, if pulled, the black color doesn't come back black but white?

Looking at birds at a show and wondering what is permissible and what might be done with black spots in the body and a partially black flight feather on a younger bird.

no amount of any color are allowed on all white birds
 
That's what I thought too.

But I was trying to purchase a White Rock, and the guy selling him tried to sell me a bird with a half black wing feather and some spots in his side feathers (under his wing).
