Why aren't they hatching?

I posted about a week ago that my OEGB has been sitting on a clutch of 12 eggs. It has now been 34 days and they still haven't hatched, but I candled 8 of them just now and it looks like the contain chicks. What happened?
 
12 eggs is a lot for a small bird like an OEGB to cover. I'm guessing she had too many and couldn't keep them warm enough.
 
They can still develop. They just wont be kept warm enough for them to develop correctly or they'll be too weak to hatch.
 
That's really sad. I've never hatched eggs out and I didn't plan to. She kept going missing and I found her sitting on the eggs. I usually research before I do anything with my animals, but this just kind of happened. Had I known, I may have gotten an incubator.
