Why can't my muscovies fly?

I have 2 Muscovy drakes, they're about 3 years old. When I first got them the seller had clipped them, but they've never been clipped again after this. Though they can't fly? What could be the problem?
We also recently got 2 more muscovies, who will be able to fly soon enough! Maybe they'll teach the boys to fly lol
 
Once they start flying you risk losing them either by flying off for good or getting stuck in someones back yard that has dogs. I keep my female Muscovy wing clipped and my drake has never even tried to fly.
No one in the area has fenced backyards or any dogs that are a harm to the birds :) I live on a farm with a small amount of neighbours.
I will be clipping our new muscovies, but I think they might be too young to be clipped. They're 2 months old, what do you think?
I'm to worried about letting them out until they're clipped

Daffy was doing test flights across the yard prior but this was her first proper flight around the house at three (3) months old.

Even feral muscovy drakes in Florida get too heavy to fly, I have two rescued muscovy drakes: one is a great fat lump [very soft and cuddly with it] who has only ever flown down hill off my steps to my patio. My other muscovy drake is much slimmer and also more aerodynamically shaped. He could fly back in January this year when he was about 9 months old but hasn't since. Both drakes used to run up and down my patio flapping their wings every morning, I assume testing if they had lift off power. But they ceased doing that weeks ago. They are happy on the ground with my Pekins that have never flown.

How do they even survive in the wild if they can't fly??
 
My first encounter was with 2 Muscovy drakes and 1 female that escaped to our river down below us. Every morning I'd go down to feed them and here they would come flying down the river. It was sure a sight to behold. These drakes were not overweight and no one was feeding them but me so they could really take off and fly. But even though they could fly and the female that was with them could I saw her up in a tree. She was killed by some predator.
Probably Muscovy not in parks where people feed them junk and they get heavy haven't much of a chance of survival in the wild. And just think if there wasn't a balance of nature.
